The Yakama Nation (YN) as the Yakima Klickitat Fisheries Project's (YKFP) Lead Agency is responsible for YKFP Project planning and design in the Klickitat Subbasin; the construction, operation and maintenance of YKFP facilities; the monitoring and evaluation of YKFP research activities; and the habitat and passage improvement activities.  The Lead Agency is also responsible for insuring that there is adequate funding for all YKFP Project activities. The magnitude and scope of the YKFP requires the level of management involvement described below.  In order to properly implement all YKFP Project activities, essential personnel must be assigned to supervise and manage the Project's field and support personnel.

YKFP staff will also participate in policy development with other government agencies and decision-making bodies, including Washington Department of Fish and Wildlife (WDFW), Bonneville Power Administration (BPA), the Northwest Power and Conservation Council (NPCC), National Oceanic and Atmospheric Administration (NOAA) Fisheries, and other federal, state, and local governing agencies. YKFP staff will coordinate with Tribal officials and personnel as necessary.  Lead project staff will preform all necessary duties to advance the Klickitat Design Project (Spring Chinook Master Plan) at the Klickitat Hatchery under this contract.

This Klickitat Only Management and Data contract covers the Yakama Nation's management and oversight of the following YKFP activities:
1.    Project Management and Oversight;
2.    Policy Development, Planning and Administrative Support;
3.    Finance and Administrative Support;
4.    Data and Information Management/Processing;
5.    Annual Reviews;
6.    Southern Territory Habitat Project policy and administrative assistance;
7.    Klickitat Hatchery YKFP supplementation integration, NPCC Step Review;
8.    Education and outreach;
9.    Sub Contracts for: Legal/Policy Analyst;
10.    Status Reports;
11.    Non-Technical Annual Report.
